Quetta (GNP): Across the vast landscapes and rugged terrain of Balochistan, generations of children have harbored bright ambitions behind the walls of resource-constrained classrooms. For decades, the province’s immense geography and scattered population presented a complex educational challenge: how to deliver equitable, high-quality learning to every young mind, no matter how remote their community.
Inside the assembly hall at Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS) in Quetta, that challenge was addressed.
The Technical Validation Workshop for the Provincial Education Policy 2026 marked the culmination of months of rigorous evidence-based analysis and multi-stakeholder consultations led by the Government of Balochistan’s School Education Department in close technical partnership with UNESCO Pakistan. Grounded in a shared commitment to structural reform, the workshop served as the definitive bridge connecting months of technical preparation to actionable, systemic policy implementation.

To turn this vision into a sustainable reality, UNESCO mobilized specialized expertise through UNESCO-IIEP. Supported financially and technically through the Global Partnership for Education (GPE) funded System Capacity Grant (SCG) Programme, this international partnership brought global knowledge to bear on provincial realities.
During the workshop, representatives from government institutions, university faculties, civil society organizations, and local education departments thoroughly reviewed the policy framework. The validation process offered a critical opportunity to examine strategic priorities, align new directions with ongoing systemic reforms, and ensure the final blueprint responds precisely to the socio-cultural context of Balochistan.
The resulting Provincial Education Policy framework addresses five central transformational domains, expanding educational access, modernizing pedagogy and curriculum, empowering the teaching workforce, deepening community engagement, and reinforcing institutional leadership. Supported by strong legislative, financial, and data-driven governance mechanisms, the validated policy establishes a sustainable path forward.
