The leaders stressed the need to promote stability, improve economic opportunities, and create conditions that allow individuals to live safely and prosper in their home countries.
The G7 reaffirmed the responsibility of states to facilitate the lawful, safe, and dignified return of their own nationals who do not have legal authorization to remain abroad, while respecting national laws and competencies.The leaders concluded by emphasizing that international cooperation remains essential to effectively address migrant smuggling, human trafficking, and organized illegal migration while safeguarding human rights, dignity, and security.
G7 Leaders Intensify Global Fight Against Drug Trafficking and Organized Crime

Brazil and the Republic of Korea have also expressed support for the declaration.
The leaders noted that global drug trafficking has expanded significantly in recent years due to increased production, rising demand, and the adaptability of criminal organizations. These networks continue to fuel corruption, violence, money laundering, and other forms of transnational crime that undermine democratic institutions and weaken economies worldwide.To address these challenges, leaders pledged to adopt a coordinated and evidence based approach focused on reducing both the supply and demand of illegal drugs while strengthening law enforcement cooperation and criminal justice responses.
A key initiative announced in the declaration is the creation of the G7+ Ports Network to Combat Drug Trafficking. The network will improve cooperation among major international ports, enhance information sharing, strengthen shipping security, and support efforts to intercept illegal drugs and precursor chemicals moving through global supply chains.
The leaders also committed to protecting public and private institutions from infiltration by criminal organizations. Ministers have been tasked with developing a comprehensive G7 Action Plan by November 2026 to prevent organized crime groups from exploiting legitimate institutions for drug trafficking activities.
Recognizing the importance of international partnerships, the G7 pledged to work closely with regional and global partners to strengthen efforts against drug production, trafficking, and consumption. Support will be provided for national drug observatories, early warning systems, and evidence-based strategies aimed at improving preparedness and response capabilities.The declaration further emphasizes public health measures to reduce drug demand and minimize the social and health consequences of substance abuse.
G7 countries will enhance prevention programs, treatment services, awareness campaigns, recovery initiatives, and monitoring systems to address emerging drug threats.In addition, the leaders committed to targeting the financial foundations of organized crime by strengthening anti-money laundering efforts, improving financial investigations, and increasing cooperation among law enforcement agencies, judicial authorities, and financial intelligence units. The objective is to identify, freeze, seize, and confiscate criminal assets, including those linked to virtual currencies and illicit financial networks.
The G7 leaders stressed that international cooperation remains essential to dismantling drug trafficking networks, protecting communities, and promoting a safer and more secure global environment.
