China calls for cease-fire and peace talks between Russia and Ukraine

China accuses the West of starting the dispute and "fanning the flames" by arming Ukraine with defense weapons.

Beijing, 24 February 2023 (GNP): As part of a 12-point plan to resolve the crisis, China, a close Russian ally, has called for a cease-fire between Russia and Ukraine and the commencement of peace talks.

The Chinese Foreign Ministry’s plan, which was released early on Friday, also calls for the lifting of Western sanctions against Russia, the formation of humanitarian corridors for the expulsion of citizens, measures to make sure the security of nuclear facilities, and efforts to ensure grain exports after disruptions drove up food prices worldwide.

China has asserted its neutrality in the conflict. Still, it maintains a “no limits” alliance with Russia and has refused to condemn, even call attention to, that country’s invasion of Ukraine. In an effort to undermine the American-led world order, China and Russia have linked their foreign policy more and more. During a meeting with Russian President Vladimir Putin this week in Moscow, China’s Foreign Minister Wang Yi emphasized the strength of such ties.

A trip to Moscow by Chinese President Xi Jinping, who may have some sway over Russian President Vladimir Putin, is also being discussed in the upcoming months. In his meeting with Wang this week, Putin sent his “sincere greetings” to Xi and said he was looking forward to welcoming “my friend” to Moscow.

The U.S. has also accused China of allegedly planning to give Russia military assistance, although Beijing claims there is no proof of this.

With its noticeable lack of support for Russia’s conflict, China fears further alienating European nations. China attempted to walk a narrow line in its position paper that was released on Friday.

China’s stances on Russia and Ukraine conflict raise questions as to if the 12-point proposal has any chance of being implemented and if China can be trusted to act as a fair mediator.
