Canada Has Evidence of Indian Role in Target Killings Says Carney

Ottawa (GNP): Canadian Prime Minister Mark Carney has said Canada has evidence of Indian government involvement in target killings, while admitting that Ottawa cannot guarantee such crimes will not happen again on Canadian soil.

Carney made the remarks in an interview, where he said Canada had “some evidence” of heightened coordination relevant to protecting Canadians and others. He declined to discuss specific prosecutions.

He also said security cooperation between Canada and India has deepened, and described progress in bilateral security engagement. That progress, however, did not lead him to offer reassurance on safety.

Asked whether transnational repression and interference had changed enough to end the threat to Canadians of Indian descent, including Sikhs, Carney said he could not guarantee that no crime would occur in Canada. His answer places the security question at the centre of ties between the two countries.

The concern has a recent history. In October 2024, the Royal Canadian Mounted Police (RCMP) said its investigations had uncovered information about violent criminal activity in Canada connected to agents of the Indian government and to criminal networks. Canada then expelled six Indian diplomats and consular officials.

The 2023 killing of Canadian Sikh activist Hardeep Singh Nijjar in British Columbia has remained a focus of the issue. The evidence in that case has since moved forward, with the RCMP and US authorities announcing charges in July 2026 against members of the Bishnoi crime network, which is described as Indian-associated.

A separate case in the United States points in the same direction. US prosecutors have charged an Indian government employee over a foiled plot to assassinate a US-based Sikh activist in New York. The US Justice Department said the official gave information about the intended victim to an intermediary involved in the plot.

Carney’s latest comments show that security concerns about India-linked activity remain on the table in Ottawa’s talks with New Delhi, even after the two sides restored diplomatic engagement.

Carney said Canada had “some evidence” of heightened coordination relevant to protecting Canadians.
