Minister for Interior Attends Inaugural Session of Quadilateral for Migration (Q4M) Dialogue
Rome :- Minister for Interior Syed Mohsin Raza Naqvi led Pakistan’s delegation, including DG FIA, at the inaugural session of ‘Quadrilateral for Migration’ (Q4M) dialogue in Rome. The Ministers for Interior of Italy and Spain along with Minister for Migration from Greece represented their nations.
Minister Naqvi recalled the appreciation expressed by EU Commissioner Magnus Brunner during interaction of December 10-11, 2025 in Brussels for Pakistan’s cooperation with EU against human trafficking and accorded technical briefing on Pakistan’s actions and achievements against irregular pathways & departures.
Naqvi and Italian Interior Minister Hon’ble Piantedosi, welcoming bilateral MoU for Migration & Labor Mobility which the two dignitaries signed in Islamabad on May 7, 2025, noted the tangible follow-ups, technical cooperation and meetings of Joint Working Group in the intervening period.
Minister Naqvi lauded 10,500 jobs quota awarded by Italian government under the MoU, opening 3500 work opportunities annually and conveyed readiness to export skilled and unskilled human resource complimenting the needs of the EU States.
Minister Naqvi encouraged EU to promote greater regular pathways for migration as means to deterring illegal arrivals. He underlined resolve to act against human trafficking despite Pakistani Law Enforcement Agencies challenges to guard national borders and face-off with current wave of terrorism.
Q4M Ministers acknowledged Pakistan’s cooperation against illegal pathways through FONTEX and INTERPOL and swift and smooth repatriations of returning individual as a reflection of Pakistan’s will, and, pledged support for promoting greater opportunities for Pakistani workforce within EU at forthcoming EU Justice & Home Affairs Council (JHA) in Brussels on 6.3.26.
Q4M praised 47% reduction in irregular arrivals from Pakistan through seas in 2025 compared with earlier years. Greece & Spain affirmed their will to promote employment opportunities for qualified Pakistani workforce through finalising bilateral agreements such as MoU for Labor and Migration Mobility with Italy.
Q4M acknowledged contributions by Pakistani communities in their respective national development and praised cooperation through Pak-EU European Union Readmission Agreement (EURA). They welcomed regular pathways to meet rising demand for domestic carers, tourism, hospitality & agriculture sectors.
On margins of Q4M, Naqvi held bilateral talks with Their Excellencies Italian Minister for Interior Piantedosi, Interior Minister Fernando Gomez of Spain and Migration Minister Athanasios Plevris of Greece. The unprecedented initiative, Q4M, was conceived by Minister Naqvi between Pakistan & EU to promote regular pathways and linked work opportunities for Pakistanis in Europe.
