
Beijing : A signing ceremony of the Memorandum of Understanding between the Secretariat of the Shanghai Cooperation Organization (SCO) and the Roscongress Foundation took place at the SCO Secretariat in Beijing, in accordance with the decision of the SCO Council of Heads of State.
The document was signed by the SCO Secretary General Nurlan Yermekbayev and Chairman and CEO of the Roscongress Foundation Alexander Stuglev, in the presence of Anton Kobyakov, Adviser to the President of the Russian Federation, as well as heads of diplomatic missions of SCO member states and dialogue partners accredited in the People’s Republic of China.
In his welcoming remarks, the Secretary General highlighted the important role of congress and exhibition events in strengthening trade, economic, and humanitarian ties between states. In light of the upcoming 25th anniversary of the Organization, he emphasized the relevance of establishing cooperation with the Roscongress Foundation — one of the largest organizers of international events in the Eurasian region, known for its extensive experience and high level of professionalism. This partnership is particularly important in the context of enhancing the SCO’s efficiency and ensuring tangible outcomes from its cooperation mechanisms.
Specifically, Nurlan Yermekbayev announced plans to hold the SCO Sustainable Development Forum on the sidelines of the upcoming meeting of the Council of Heads of Government (Prime Ministers) of SCO member states, scheduled for November this year in Moscow. The Forum will be organized by the Roscongress Foundation with the support of the SCO Secretariat.
Adviser to the President Anton Kobyakov noted that the recent summit in Tianjin (held on September 1) demonstrated the SCO’s wide-ranging capabilities and its significant political, economic, human, and civilizational potential. He stated that the Organization’s adherence to the principles of openness, equality, and mutual respect continues to attract an increasing number of countries from the Global Majority.
Anton Kobyakov confirmed the Roscongress Foundation’s commitment to generously share its expertise in organizing high-level international events.

Alexander Stuglev also expressed his organization’s readiness to actively participate in implementing joint congress and exhibition initiatives with the SCO, drawing on the Foundation’s accumulated experience and resources. He noted that as a multifunctional ecosystem Roscongress creates a comfortable environment for dialogue, seamlessly integrating business event organization, investment promotion, development of international relations, provision of analytical and communication services, and support for social, cultural, and sports projects.
