Pakistan reaffirms child protection pledge at IPU Assembly

Pakistan’s unwavering dedication to safeguarding rights and well-being of children, H. Naek

Geneva : At the 151st Inter-Parliamentary Union (IPU) Assembly, Senator Farooq H. Naek, member of the Standing Committee on Democracy and Human Rights, delivered an address during the debate on the draft resolution *“Recognizing and Supporting the Victims of Illegal International Adoption and Taking Measures to Prevent This Practice.”

Senator Naek emphasized Pakistan’s unwavering dedication to safeguarding the rights and well-being of children, highlighting the country’s robust legal framework rooted in Islamic principles and enshrined in national statutes designed to protect the identity and interests of every child.

“Protecting children is a sacred duty in Pakistan,” Senator Naek affirmed. “Every case of guardianship undergoes meticulous judicial scrutiny to prevent exploitation, ensuring that the best interests of the child are paramount.”

Pakistan has taken significant and concrete steps to create a formidable shield of protection around its children. The establishment of the independent Commission on the Rights of Children serves as a vigilant watchdog overseeing child welfare. Furthermore, the enactment of stringent legislation such as the Zainab Alert, Response, and Recovery Act reflects Pakistan’s commitment to combating child abduction and trafficking.

Addressing root causes such as poverty, discrimination, and social vulnerability, Pakistan is actively investing in social protection and poverty alleviation programs to ensure that economic hardship does not force families to separate.

Senator Naek underscored Pakistan’s adherence to international conventions, including the Hague Adoption Convention, advocating for transparency, ethics, and the paramount consideration of the child’s welfare in all adoption procedures. He called for rigorous background checks and monitoring of adoption agencies to eliminate any avenues of exploitation.

“Legal adoption must be transparent and uphold the best interests of the child at every step,” he stated. “Our collaborative efforts with international partners such as UNICEF, International Social Services and Interpol are critical to enhancing national capacities and creating a global network of protection for vulnerable children.”

The Senator further affirmed Pakistan’s commitment to comprehensive support for children, biological parents, and adoptive families—encompassing psychological assistance, legal remedies, and compensation mechanisms.

Concluding his address, Senator Naek declared, “The illegal trafficking of children under any guise must be eradicated. Together, through strengthened legal frameworks, international cooperation, and sustained commitment, we can ensure that every child grows up in a safe, loving, and legally secure environment—honoring their heritage and securing their future.”

Pakistan stands resolutely behind the adoption of the draft resolution and reiterates its dedication to continuing this vital work on both national and international stages.
