
Islamabad — The Pakistan People’s Party (PPP) welcomes and reaffirms the Prime Minister’s announcement of a flood and agricultural emergency, following the call made by Chairman PPP, Bilawal Bhutto Zardari.
This resolution was moved in the Senate by the PPP to highlight the urgent need for coordinated humanitarian, agricultural, and climate-related interventions, as ongoing floods continue to devastate large swathes of the country. The destruction of crops and displacement of communities has created a multi-faceted emergency, requiring both immediate national action and robust international support.
Key points of the resolution include:
• Acknowledging the current crisis as a climate, flood, agricultural, and humanitarian emergency, and emphasizing that delays in mobilizing support are unacceptable—regardless of the pace of international response.
• Immediate humanitarian relief is critical, including the waiver of electricity bills for the millions of vulnerable citizens now displaced or affected.
• The Federal Government must expedite direct cash transfers to displaced families and affected farmers via the Benazir Income Support Programme (BISP), following the successful model of 2022.
• Urgent need for basic medical care and medicines, particularly to address the outbreak of water-borne diseases in flood-hit areas.
• A renewed call for the Government of Pakistan to launch an international flash appeal through the United Nations to enable swift donor mobilization.
• Pakistan, despite being a minor emitter of greenhouse gases, continues to face catastrophic impacts of climate change. According to the Climate Risk Index 2025, the country was ranked the most impacted globally in 2022. In line with principles of climate justice, the international community must ensure equitable and adequate support across all stages—relief, recovery, rehabilitation, and reconstruction.
The PPP reiterates that Pakistan’s vulnerable communities cannot be made to wait for basic relief while the climate crisis intensifies. The party stands committed to ensuring just, swift, and sustained support for all those affected.
