22-23 August 2020 – Islamabad (GNP): The Stakeholders of sports stressed the need of taking care of all aspects of sports development from grass root level of Club to tehsil, district, province and national level including developing cross sectoral interfaces specially with education in a 2-day online Workshop on “Review of National Sports Policy, 2005 : Challenges and Opportunities for the Stakeholders” organized by Sports Development Research Centre of Institute of Professional Skills Development at Islamabad.
The participants held detailed discussions on various aspects of emerging trends in Sports, Legal & Policy Framework, Role of Stakeholders, Athlete Development and Governance in Sports Organization. They stressed the need to use sports as a tool for social development, tourism, diplomacy and athletes with disability along with revival of traditional sports of games.
They also looked into the International Laws, Regulations including UN Resolutions, Charter of International Olympic Committee, National and provincial laws, Constitution of National Governing Bodies and national sports policy to address the challenge to bring harmony as the National Sports Federation has to align its Constitution with Pakistan Sports Board, Pakistan Olympic Committee, respective Asian and World Federation. The stakeholders also highlighted the importance to draw clear roles and responsibilities and establish linkages from grass root level to national and international levels. Various aspects of athlete development such as capacity of the federations, career path, reward and recognition was brought in limelight by the experts. They also deliberated issues related to Governance, transparency and accountability in national sports organizations.
The experts made recommendations to apply a holistic approach in reviewing the national sports policy which would be aligned with the rapidly changing landscape of sports. They also stressed the need to undertake studies on evaluation of existing sports policy and its comparison with the national sports policies of neighboring and developed countries, role of stakeholders in post devolution scenario, collection of relevant data and wider consultation and involvement of stakeholders in the process of reviewing the policy. The proceedings of the Workshop would be submitted to the Minister for IPC and for revision of national sports policy.
The Workshop was participated by a wide range of stakeholders from Federal, Provincial Sports & Education Departments, National Sports Federations, NGOs, Academia, Experts, Analysts, Media and sportspersons.
