ICRC lauds Pakistan’s maritime manual as an “Ethical Guide”

NIMA Launches Groundbreaking Maritime Manual at Prestigious Book Launch

Islamabad: – National Institute of Maritime Affairs (NIMA) proudly unveiled its flagship publication, “Navigating Legal Horizons: Seafarers’ Manual on Naval Operations and Law of the Sea during Peace and War,” at a grand ceremony. The event was well attended by esteemed guests, including senior military officials, members of the judiciary, diplomats, legal experts, maritime professionals, and media representatives.

Authored by Vice Admiral Ahmed Saeed HI(M) (Retd), President NIMA, and Cdre Raheel Masood (Retd), Senior Research Fellow at NIMA, the manual provides comprehensive guidance on navigating the complexities of modern maritime law. It synthesizes key international frameworks, including UNCLOS and International Humanitarian Law, while addressing pressing issues such as cyber-maritime security and AI-enabled autonomous weapons systems.

The manual received widespread acclaim during a reviewers’ session featuring distinguished legal experts. Christoph Sutter, Head of the ICRC delegation in Pakistan, praised the manual’s integration of humanitarian principles, describing it as an “Ethical Guide” for Pakistan’s maritime community.

Senator Mushahid Hussain highlighted the manual’s timely release during a period of global transition, emphasizing Pakistan’s strategic maritime position. President NIMA thanked the ICRC for their partnership and acknowledged the support of the Friends of NIMA.

Chief Guest General Zubair Mahmood Hayat NI(M) (Former CJCSC) commended the manual as a visionary document that reflects a commitment to maritime governance grounded in the rule of law, ethical responsibility, and strategic wisdom. He emphasized that adherence to international maritime law is not only a legal obligation but also a strategic imperative for Pakistan. One minute silence was observed to show solidarity with Kashmiri people.
