
DG RDA Requests Commissioner Rawalpindi to Appoint an Inquiry Officer for Transparent University Town Investigation
RAWALPINDI : On the directions of the Secretary, Housing Urban Development & Public Health Engineering Department (HUD&PHED), Capt (Retd) Noor-ul-Amin Mengal, under the supervision of Director General Rawalpindi Development Authority (RDA) Kinza Murtaza, strict compliance measures have been initiated against illegal activities in the housing scheme University Town.
The DG RDA, Kinza Murtaza, has formally approached the Chairman National Accountability Bureau (NAB) and the Director General Federal Investigation Agency (FIA) with a request to place the names of Aziz Khan and Jameel Khan, owners of University Town Pvt. Ltd., on the Exit Control List (ECL).
This initiative has been taken in view of serious allegations involving fraudulent activities, cheating the public at large, unauthorized sale and purchase of plots, and non-payment of mandatory government fees by the management of the housing scheme. These actions amount to gross violations of the applicable laws, rules, and regulations governing private housing schemes in Punjab. The DG RDA emphasized that such violations not only cause substantial financial loss to innocent citizens but also undermine the regulatory framework designed to ensure safe and lawful urban development.
In a parallel move towards internal accountability, DG RDA has suspended two RDA officials, namely Samiullah Niazi, Director Town Planning, and Ms. Shiza Tanveer, Assistant Director Town Planning. The suspension has been ordered due to their failure to curb illegal activities carried out by the management of University Town Housing Scheme and for their inability to ensure effective enforcement of RDA’s regulatory mandates.
To further strengthen the transparency of the investigation process, DG RDA has also written to the Commissioner Rawalpindi Division, requesting the nomination of an Inquiry Officer. The designated officer will be responsible for conducting a comprehensive inquiry into the conduct, negligence, and procedural lapses of all concerned RDA officials associated with the oversight of University Town.
RDA reiterates its unwavering commitment to protecting the rights of citizens, ensuring strict compliance with urban development laws, and taking decisive action against any form of fraud or malpractice within its jurisdiction. The Authority remains determined to uphold transparency, strengthen internal accountability mechanisms, and safeguard the public interest against any exploitation.
